Education Nestled between two snow-capped mountain ranges along the sparkling waters of one of the world's great ocean inlets this is the greater Seattle-Puget Sound region, home to 3.5 million people, thriving businesses, and some of nature's grandest scenery. The Seattle metropolitan area and Washington State is now recognized as one of the premier biotechnology and medical technology centers in the world, and one of the fastest growing research centers in the United States. This industry thrives due to its foundation on world-class research institutions, a pervasive entrepreneurial spirit, the region's rapidly growing financial wealth, and an unsurpassed quality of life that makes it one of the most desirable places to work, live, and play. Seattle's economic success is largely due to a very favorable business development environment and attractive personal tax climate, which includes: no personal income tax, low property tax and no tax on interest, dividends, or capital gains. Biotechnology and medical device firms in the state also enjoy a sales tax exemption on facilities and a tax credit on their revenues. Washington's support of basic education ranks among the best in the nation, with 78 percent of the total cost of public primary and secondary schools funded by the state. Beyond high school, Washington boasts an extensive education and training system of 22 public and private four-year colleges and universities, 27 public two-year colleges, and five public vocational-technical institutes. More than 83 percent of the state's residents 25 years of age and older have graduated from high school or completed at least one year of college. The Greater Seattle Area and other Washington State communities offer some of the finest quality of life amenities in the entire nation ranging from outdoor activities and professional sports to symphony and theaters. Few cities in the world are as accessible as Seattle and its surrounding communities. The established transportation hub of the Pacific Northwest, the greater Seattle-Puget Sound region is a key transportation link for the West Coast, North America, and the Pacific Rim. Divided by the Cascade Mountain range, Washington is a land of contrasts. Western Washington is characterized by a mild marine climate, while the eastern part of the state is high-desert country. Despite the claim in Sleepless in Seattle, it really does not rain nine months a year in Puget Sound country. While the average total rainfall is 36 inches (91.44 cm) and the average temperatures range from highs of 75 degrees (23.9 c) in mid-summer to lows of 26 degrees (-3.3 c) in January. The early years of Seattle and Washington State history were marked by development of the region's agricultural, timber, fisheries and mineral resources. Rising interest in the these resources and proximity to Asia, Alaska and the Pacific resulted in Seattle becoming an international trading center with rich cultural diversity.
